Mental (dir. Kazuhiro Soda) – As Neil Young has already indicated, this film may test the patience of some, but for me this observational documentary about a Japanese mental health facility is worthy of the mantle of Soda’s idol Frederick Wiseman. The film extends itself to its subjects, allowing them to express themselves in their own time, making up for the gross neglect paid them in a society where the mentally disabled are kept well from view. This cinematic act of generosity eventually reaps ample rewards as the patients’ oddly lucid musings on the purpose of their lives and their struggles with happiness and compulsive thoughts of suicide lead to a startling universality. If the Berlinale gave awards for the “performances” of documentary subjects, surely one would go to Sugano, a brilliant but fragile ex-social worker who directs his own scenes and whose poetry provides the script for one of the most emotionally affecting scenes of the festival so far.

ベルリン映画祭２回目の上映も満員！ Sold-out for the second screening at Berlinale

The second screening in Berlin on Feb 7th was quite amazing. The huge theater with 725 seats was sold-out! The Q&A session lasted for 70 minutes until 1:40 AM when we were kicked out of the theater because it was closing. I'm very happy.

７日に行われた２度目の上映も、ちょっと驚く反応でした。７２５席ある巨大な劇場が売り切れるとは、全然予想していませんでした。ベルリン自由大学の福澤先生にドイツ語通訳していただいた質疑応答は７０分間、午前１時４０分まで続き、最後には劇場から追い出されました（笑）。

We just had a premiere of MENTAL at Berlin Film Festival's home base Arsenal theater in front of a sold-out audience! The discussion after the film was very meaningful and active. Thank you, Berlin! (I'm so tired, so I'll write the details later).

We saw the opening film THE INTERNATIONAL, a hollywood big budget film, and were quite impressed.

２度目のベルリン映画祭、僕らのフライトが遅れ、予定していたマスコミ取材を３本も明日に回してもらったりして、バタバタした幕開けでしたが、元気にやってます。

今日はプレス向けの試写がありましたが、パブリシストによれば人もそこそこ入ってたみたいだし、順調な滑り出しです。

オープニング上映の『The International』というハリウッド大作を観ましたが、ハリウッドお決まりの紋切り型がなく、複雑な世界を複雑なまま描いていて、作品としてスゴかったです。でも、単純じゃないので、売れないかもしれないなあ。

『今、僕は』I, Now...

もう一年くらい前のことだったか、同郷（栃木県足利市）だという若者からメールが届いた。
「初めて映画を撮ったので、観てください」。
彼の名は竹馬靖具。映画の題名は『今、僕は』。
焼き上がったばかりのDVDをもらい、早速観た。

観て、ぶっ飛んだ。

初めての人間にはとても撮れるような映画ではないのである。
確信犯的にサブジェクティブなカメラやモンタージュには、巨匠の風格さえ漂う。
しかも竹馬自身が主演で、この演技がこれまたとてつもなく迫真で、一流である。

聞けば、映画学校にさえ通ったことがないという。
驚異である。凄まじい才能の出現である。

２月１４日から、渋谷のアップリンクで上映される。
この機会を逃す手はない。

Description on MENTAL

Dr. Yamamoto Masatomo is seeing patients. The woman who enters his office recounts, completely distraught, how she wanted to kill herself the previous night because her friends have abandoned her. Dr. Yamamoto tells her to ask her friends why they abandoned her – and promptly calls for the next patient. At first the doctor comes across as a callous old codger whose licence should be taken away, perhaps because he's too old to be any good at his job. But by the end of the film, which observes over a lengthy period the doctor, his working method, the patients and the staff at his outpatient mental health clinic Chorale Okayama in Japan, you want to kneel in reverence before this man whom his patients compare with Buddha.
Mental is at the same time a simple and yet monumental documentary film. With a high degree of empathy with people who suffer from mental illness, the director manages to present this special clinic as a microcosm in which all the fundamental questions of our time are asked. The film gives no answers; rather it is a humanist appeal – and an unusual declaration of love to the civilizing secrets of Japanese culture.

At the Forum 2009, filmgoers won’t just have the chance to discover a wealth of new names and cinematic signatures. A whole range of filmmakers who have already shown one or more films at previous editions of the Forum will also be making a welcome return.

Japanese director Soda Kazuhiro is, for example, just one of the 16 directors back with us this year; his debut Campaign was shown at the Forum in 2007. His new film Mental (Seishin) is an equally original and uncompromising filmic observation. His compatriot Funahashi Atsushi should also still be fresh in audience’s memories: his road movie Big River was shown at the Forum in 2006; his new film Deep in the Valley is a melancholy story set in Tokyo with a strong documentary leaning......(continued)

Interview on NHK World

NHK, the public TV network of Japan, will air a six minute segment on me and MENTAL at 10:00, 12:00, 17:00, 23:00, and 24:00, Japan time on Feb 4 as a part of a news special on Berlin Film Festival.

This segment is intended for people outside Japan, so you can watch it in hotel rooms etc worldwide if they subscribe a channel called NHK World. I was interviewed in my office in NY in English.

It will also be streamed on the internet at the same time as the broadcast.

公共事業

アホな政治家や官僚が不必要な道路やダム、施設に巨額な無駄ガネをつぎ込み、国を借金漬けにしてしまったので、日本にはすっかり「公共事業アレルギー」が根付いてしまった。

でも、公共事業そのものが悪だと早計するのは危険だ。要は事業の中味である。

オバマの説く経済政策には、単なるバラマキとして不必要な公共事業を行うのではなく、国民の未来にとって必要な分野に投資をすることで経済を活性化させようという、一石二鳥の理念が垣間見える。

もちろんそれは、実行できて初めて意味を持つことなんだけど、そもそも理念がなかったら実行など不可能。そういう点で評価できると思う。

天下の愚作である定額給付金を経済政策の目玉だとか言っている、どこかの首相が、本当に情けない。

【ワシントン＝西崎香】オバマ米大統領は２４日、週末恒例の大統領演説を就任後初めて行い、景気刺激策について「エネルギーや教育、医療、新たなインフラなど最も大切な優先分野で、２１世紀中に我々の強さと競争力を保つために必要な投資をすることになる」と重要性を強調した。
　総額８２５０億ドル（約７４兆円）の景気対策法案は議会が審議中だが「１カ月以内に署名したい」と、２月中の成立、実施をめざす。
　エネルギー対策では、風力や太陽光など代替エネルギーの生産力を３年間で２倍に増やす計画だが、必要な整備として「新たな送電線網を全米で３千マイル（約４８００キロメートル）以上敷設する」と表明。さらに「連邦政府の建物の７５％のエネルギー効率を改善して年間２０億ドルの税金を節約し、２５０万世帯の（家屋の）断熱処理などで平均的な勤労家庭の光熱費が３５０ドル軽減される」と説明した。
　医療対策では、カルテなどの医療情報を５年間で電子化させる計画に加え、不況対策でもある低所得者向け公的医療の拡充などで「８００万人以上の健康保険を保護する」とした。教育対策では、補修・近代化をはかる学校が１万にのぼり、図書館や実習施設などの改善で恩恵を受ける生徒は５００万人を超す見通しという。
　インフラ投資では道路補修や高速インターネットのブロードバンド施設の拡充などのほか、９０の主要港湾施設を重点整備する方針を表明。全体で「今後数年間で３００万から４００万人の雇用を維持・創出する」計画だ。（朝日新聞）

オバマ政権に期待する

あの史上最悪の大統領を８年間も最高権力に居座らせてしまうのがアメリカなら、その直後にオバマ大統領を選べるのもアメリカである。

昨日のテレビでブッシュ夫妻がどこか寂しげにヘリコプターに乗り込み、ホワイトハウスから飛び去るのを眺めながら、ああ、これでやっと、バカバカしく腹立たしくもあまりにもリアルな悪夢にピリオドが打たれるのかと、安堵した。

アメリカ人には、このような過ちを二度と犯して欲しくない。

オバマ大統領は初日から、グアンタナモ収容所を閉鎖するための手続きを開始した。

あの非合法な収容所を強引に作れてしまうのが大統領なら、それを鶴の一声でつぶせるのも大統領である。

今は、酷い権力者によってメチャクチャにされてしまったアメリカを、世界を、ひとつひとつ８年前の状態に戻してもらうことを期待するしかない。

【ワシントン＝梅原季哉】オバマ米大統領は２０日、ブッシュ前政権がキューバ・グアンタナモ米軍基地に対テロ戦収容所と併設した特別軍事法廷について、閉鎖への見直し作業に入るようゲーツ国防長官に命令した。公約の一つに掲げてきたグアンタナモ収容所閉鎖に向け、政権発足初日からさっそく具体的な第一歩に踏み切った形だ。
　ロイター通信などが伝えた。グアンタナモ収容所全体についても、期限を設定して閉鎖を命ずる大統領令を一両日中にも出す可能性が取りざたされている。オバマ大統領は２１日、ホワイトハウスで米軍制服組トップのマレン統合参謀本部議長らと会談。イラクから米軍戦闘部隊の大半を１６カ月以内に撤退させる公約についても指示する。経済チームの会合も開く。
　特別軍事法廷については、オバマ氏の意を受けて検察側が２０日、予審も含め現在進んでいる全事件について、１２０日間の休廷を法廷の軍判事に申し立てた。一部については軍判事が２１日、受理決定を出した。弁護側は以前から法廷の枠組みそのものを批判しており、事実上の活動停止につながる可能性もある。
　オバマ大統領は、前政権による国際法無視の典型として国内外から批判を浴びてきたグアンタナモ収容所の閉鎖を公約してきた。だが収容者の中でも、９・１１同時多発テロの首謀者とされるハリド・シェイク・モハメド被告（予審中）ら、国際テロ組織アルカイダの幹部をどう処遇するかが焦点となっていた。通常の司法の枠組みで訴追する方針になるとの見方が強まっている。（朝日新聞）

『精神』の本 A Book about MENTAL

年末からガーッという感じで、本を書いてきたんだけど、
いちおう最後まで書けた。
書いてみると「俺はこんなこと考えてたんか！」などと
発見も多々あり、結構面白かった。
いま、カミさんが厳しい目でチェックしてるところ（笑）。
でも、４００字詰め原稿用紙換算で３００枚以上あるので、
読み直すだけで大変〜。
映画の公開に合わせ、５月に中央法規出版から出される予定です。

Since the end of December, I've been writing a book about MENTAL.
Now, I have a first draft.
It was an interesting experience because I discovered a lot of things about myself while writing.
Currently, my wife is checking the draft..She's a real tough critic!
But since it's "a book," just to read it once takes a long time.
It's going to be published in Japan in May - right before the release of MENTAL.

明けないので、おめでたくない国

明けましておめでとうございます、といいたいところだけれど、年が無事に明けてない人が大勢おられることに、慄然とする他ない。しかも政府は開店休業状態で何も手を打てないから、この数は今後どんどん増えるだろう。「安心・活力」などと呑気に書き初めする首相の年頭会見は、ただただ、空虚に響くのみである。
　
そもそも、首を切られると同時に住居まで失ってしまうような雇用システムが、合法であることがおかしいし、合法にしてしまった政治がおかしい。はっきり言って、人道問題である。政治家たちは、いったい何を考えてるんだろうか。こんな異常事態になることなど、予想していなかったのか？

それにしても、この緊急事態に主体性を持って対応できるのが、巨大な組織と予算を持つ日本政府ではなく、湯浅さんが運営する小さなNPOだけであるということに、この国の危機的状況が浮き彫りにされている。

卓越した個人の意志と実行力の凄さに脱帽しつつ、皆の税金で運営されている厚生労働省は「調整」などでお茶を濁すな！と声を大にして言いたい。

都内４カ所５００人分の宿泊場所確保　年越し派遣村

「派遣切り」などで仕事と住まいを失った人たちに寝場所と食事を提供する東京・日比谷公園の「年越し派遣村」は４日、昨年１２月３１日の開村から５日間で５００人近い人が入村登録をした。派遣村は仕事始めの５日朝に活動を終えるため、実行委員会が厚生労働省などと調整した結果、５日から１２日まで、都内４カ所の公共施設に５００人分の宿泊場所を確保することになった。
　開放されるのは中央区の閉校になった小学校２カ所と、練馬区にある都の体育館、大田区にある都の労働者向け一時宿泊施設。４施設にはハローワークによる就労相談や都社会福祉協議会による緊急資金貸し付け相談などの窓口を設ける。
　派遣村の入村者のうち、希望者は５日に、日比谷公園や厚労省の講堂から、公共施設に移動する。ボランティアが日比谷公園で行っていた炊き出しも５日朝で終わるため、食事は弁当を提供してもらうという。
　「満額回答。皆さんの声と存在が届いた結果です」。村長の湯浅誠・ＮＰＯ法人自立生活サポートセンターもやい事務局長は４日夜、新たな宿泊場所について村民に報告すると、集まった人たちから大きな拍手が起こった。
　昨年１１月末に山口県内の自動車工場で雇い止めとなった元派遣社員の男性（５１）は「とりあえず移る場所ができてよかった。ただ、１週間後のことを考えると安心はできない」と不安な表情を崩さなかった。岡山県の自動車部品工場の派遣契約を中途解除された男性（４８）も「みんなが集まっていたから圧力がかかって国も動いたと思う。それがバラバラになると不安もある」と話した。
　４日午後には、民主党の菅直人代表代行や国民新党の亀井久興幹事長、新党大地の鈴木宗男代表ら野党各党の幹部も訪れ、「これは政治災害であり雇用災害だ」（福島瑞穂・社民党首）志位和夫・共産党委員長は「政治の責任で衣食住を確保しなければいけない」などと述べた。
　５日は通常国会が開会するため、入村者らは国会へのデモ行進や、議員会館内での集会で、与野党に派遣切りの実情を訴えて対策を講じるよう求める予定だ。
　派遣村の入村者のうち１７０人超が生活保護の申請を希望しており、５日から手続きに入る。
　このため、東京都千代田区は５日朝から、同区役所１階の区民ホールに臨時窓口を設け、職員ＯＢも動員して生活保護の申請に訪れる人の相談に応じる。正式決定するまでには２週間程度かかる見込みだという。
